Winter Parking Restrictions/Snow Removal Reminders

HCMC §6.07.030 Winter Parking Restrictions

In order to adequately remove snow on roads and to avoid property damage, as far as possible, no vehicle, trailer, or other object shall park on any road between the hours of midnight and 7:00 AM from November 1 until April 1 each year, or during a snowstorm event, including seventy-two (72) hours after such snowstorm event. Any such vehicle, trailer, or object so parked or placed, is hereby declared a public nuisance and is subject to immediate abatement.

HCMC §6.07.020 Snow Removal On Sidewalks

Responsibility. It is the responsibility of the abutting property owner to remove snow from sidewalks and driveway approaches accessing the road within twenty-four (24) hours of the end of a snowstorm event.

Placement: Snow from private property shall remain on private property, including any sidewalk or driveway shall not:

~Be placed on any road, travel lane, or in a manner that may create a hazardous condition.

~ Be pushed across the City road and deposited on the road side opposite the driveway, except by permit from the City.

~ Be pushed onto or placed on a City road. There is no public expectation that snow placed in the road will be removed or pushed aside by snow plows.

NO Overnight Parking of large and/or commercial vehicles, vehicles rated as ton and a half (1 1/2) or over 18,000 pounds gross weight, commercial trailers and vehicles, construction equipment and farm equipment in any city right-of-way. Parking of these vehicles is allowed during daylight hours only and is restricted to two (2) hours while actively loading and unloading. It is deemed parked if left unattended for over 15 min. for Residential Parking Regulations see HCMC §11.09.040 or for Parking Requirements see HCMC §11.13.030.

HCMC §7.01.030 Obstructions In Streets

It shall be unlawful for any person owning, occupying or having control of any premises to place or permit to be placed upon or in the sidewalk, parking area, gutter or on the half of the street next to such premises:

~ Refuse; Any broken ware, glass, filth, rubbish, sweepings, refuse matter, ice, snow, water, garbage, ashes, tin cans or other like substances.

~ Building Materials: Any wagons, lumber, wood boxes, fencing, building material, dead trees, tree stumps, merchandise or other thing which shall obstruct such public street, gutter, parking area or sidewalk, or any part thereof, or the passage over and upon the same, or any part thereof, except as expressly authorized by ordinance, without the permission of the City Council first had and obtained.

~ Permanent Or Temporary Structures: Any permanent or temporary structure, mechanism, device, vehicle or other thing of any kind or character, except trees planted pursuant to the provisions of applicable ordinances.
